Our interviews with mainland Chinese authorities and academics made it clear that, in their view, the most serious organized crime problems facing China are (in order of seriousness): drug distribution, gambling, prostitution, and violence. The Chinese government is alarmed by the dramatic increase in the number of heroin addicts, and believes that local and foreign drug syndicates are responsible for importing heroin from the neighboring Golden Triangle of Southeast Asia and distributing it throughout China. Gambling and prostitution were believed to have been wiped out by the Chinese Communists following the Communist takeover in 1949, but have returned to China with a vengeance. As crime groups are becoming better-armed and more violent, the Chinese authorities are increasingly concerned about the violent acts committed by mobsters against rival gang members, ordinary citizens, business owners, and government authorities.

In an interview, a senior investigator from the Criminal Investigation Division of the Ministry of Public Security in Beijing, said:

Our main concerns are: (1) organizations having an underworld nature (or what is referred to as a mafia-like character) that will penetrate into the legitimate business sector; (2) gangsters who will get involved in politics and run for public office; and (3) eventual hook-ups between these gangsters and foreign-based organized crime groups.
